As Providence grew exponentially throughout the 19th century, city leaders knew that a new central City Hall would be necessary to accommodate the needs of the people. Despite being proposed in 1845, construction didn�t begin for three decades, as ward leaders each lobbied for their side of the river to host the new building. When City Hall finally was inaugurated in 1878, it created Exchange Place, which subsequently became the central hub of civic life.
