As Seattle�s population boomed between 1900 and 1910, the city�s municipal services struggled to keep pace with the demand for sanitation, recordkeeping, and law enforcement. Seeking a modern facility to house medical and safety offices, the city contracted the construction of a four-story building at 400 Yesler Way. Completed in 1908, the building�s design was praised both for its appearance and its seamless integration of disparate arms of city government.
